SPECIAL REQUIREMENTS
As mentioned on the Vendor conference, the priority of skills are: Technical Project Manager with knowledge of
1) AVL (Automatic Vehicle Locator) technologies (GPS);
2) GIS (Geographic Information Systems) technologies knowledge (ESRI, Rastrac, maps, mashups); and
3) Mobile Development Platform knowledge (IOS, Android, Custom App Store, Mobile Device Management (MDM), etc.)
Candidates with partial knowledge of the above will be considered more viable than classic strong PM candidates.
Mandatory Skill/Expertise
Bachelor's degree in Engineering, Computer Science or related area,
A minimum of 8 years of experience managing projects involving complex technologies;
Ability to develop functional requirements related to mobile technologies;
Proficiency in Microsoft Project, or other project management software; Microsoft Word, Project, Excel, PowerPoint, Visio required;
Excellent oral and written communication skills, including strong technical writing skills
Strong organizational skills, interpersonal skills, and communication skills to interact with all levels of an organization
Ability to interface with executive level management and give senior level presentations
Expertise with project management methodologies, tools and skillsets;
Demonstrates good judgment in selecting technologies solving business needs;
Ability to work independently and within a team environment;
Ability to work effectively in a fast paced, deadline-driven environment;
Strong familiarity with the Business Analysis role in creating requirements, use cases, functional specifications;
Strong demonstration of negotiation and conflict management skills ability to interact effectively with line staff, project managers, and functional managers;
Behavioral competencies that demonstrate leadership, self-awareness, adaptability, ability to be a systems thinker, attention to quality, and relationship and team building are very important;
Demonstrated past successes leading complex technology delivery projects.
Multitasking capabilities
Desirable Skill/Expertise
MBA or Masters in Computer Science or related area
The preferred candidate should also possess a PMP certification, or demonstrated performance in a large scale, public sector application delivery project in a related project is a plus;
Demonstrated project delivery or proficiency in AVL/GPS/GIS tools
Knowledge of ESRI, RASTRAC and related mobile computing architectures;
Knowledge of modern user Interfaces such as web browsers, app stores and mobile architectures;
Knowledge of modern database structures, Oracle geo-database architecture a plus;
Demonstrated past successes leading complex technology delivery projects in public sector, ideally an NYC agency
Excellent oral and written communication skills interpersonal skills, and communication skills to interact with all levels of an organization
Strong technical writing skills;
Strong organizational skills,
Ability to interact effectively with line staff, project managers, and functional managers
Demonstrated past successes delivering quality,
Complex application delivery projects quickly and efficiently;
