Highlight of work skills that is required -- good understanding of health insurance exchange (Reinsurance, Risk Adjustment, and Risk Corridors program) and Edge Server business needs and ability to translate for technical folks. 
Good Communication skills are an absolute must and 4 top virtues are critical- patience, be proactive , energetic and self driven

Technical/Functional Skills:

·        Lead development of IT solution requirements and solution design for the 3Rs (Reinsurance, Risk Adjustment, and Risk Corridors) program 
·        Provide guidance and feedback to detailed physical design and testing activities for specific solution components 
·        Consult and develop long-term technology vision for enterprise data aggregation and fiduciary reporting solutions for internal stakeholders and external regulatory agencies 
·        Exercise influence with business and IT partners to execute on vision 
·        Build effective relationships within regional leadership and national technology programs 
·        Partner with executive leadership in developing and defining technology strategy 
·        Strategic alignment of technology plans with national and regional IT and Business roadmaps 
·        Healthcare industry experience including Enrollment and Claims subject area knowledge 
·        Familiarity with Health Care Reform regulations and requirements 
·        Experience with SOX, HIPAA, and other compliance requirements 
·        Experience with data warehousing principles and architectures

 

Experience Required:

·        15+ years of related IT experience 
·        10+ years of industry experience which includes requirements elicitation, solution design, project management, and IT business services management 
·        Highly skilled at framing problems and solutions from ground level up to high-level executive summaries 
·        Ability to identify and articulate problems, solutions, opportunities, and risks 
·        Ability to influence decision-making and deliver on expected results 
·        Demonstrated track record of significant accomplishment in a leadership role 
·        Experience partnering at all levels of the organization, including executive leadership, business subject matter experts, and technical delivery team leads 
·        Experience managing solution design efforts for large-scale (multi-million dollar), long-term projects 
·        Excellent research and technical skills 
·        Previous experience with regulatory fiduciary reporting solutions 
·        Masters degree in computer science, business, or a related field 
·        Strategic and technology planning experience
