a. PROJECT MANAGER
(1) Mandatory Experience and Qualifications (MR)
Eight (8) or more years experience as a Lead Project Manager in project management, contracting, contracting compliance, management experience with large (over $10M in scope), in cross-functional projects or multi-stakeholder systems. Of those 8 years a minimum of five (5) years must be in Information Technology leadership or in a consultative role in state or federal government.
(2) Highly Desired Experience and Qualifications (SR)
a. Project Management certification (i.e. Project Management Certificate from an accredited College or University, or a certificate from an organization such as PMI, APMC, PMP, CompTIA Project+, CAPM, etc.).
b. Five years experience managing or assistant manager of state or federally funded IT projects.
c. Knowledge of federal IT project management requirements.
d. Five or more years in federal government contracting, program/project oversight, performance monitoring and interpretation of federal guidelines, rules and regulations.
e. Five or more years experience managing federal grants or funding, audit and reporting requirements compliance with demonstrated responsibility for program or project budgeting and contracting.
f. Experience working with State of Washington Enterprise Architecture at the agency and/or statewide levels.
g. Knowledge and experience with state welfare systems.
h. Knowledge of the political, technical, managerial and fiscal environments that exist in DSHS and with federal Health and Human Services organizational structures.
i. Knowledge of the Washington State IT oversight structures and investment standards and requirements.
j. Knowledge of Washington State legislative process.
b. BUSINESS ANALYST
1. Mandatory Experience and Qualifications (MR)
a. Minimum of five years experience working as a business analyst for large, complex, information technology systems.
2. Highly Desired Experience and Qualifications (SR)
a. Ability to facilitate and lead the analysis and documentation of functional and non-functional business requirements including: the preparation and confirmation of business rules; the analysis of current and proposed business processes, business models and requirements statements.
b. Ability to perform gap analysis using business process diagrams, data models, and requirements.
c. Experience eliciting business and technical requirements from stakeholders using a variety of methods such as structured interviews, and JAD sessions
d. Experience gathering requirements for Case Management and Data Analytics Tools.
e. Proficiency in one or more structured requirements management methodologies that support traceability in follow-on project phases
f. Experience documenting requirements so they are understandable by business and technical experts
g. Experience negotiating and bringing groups to consensus or resolution concerning areas of conflict or ambiguity
h. Experience assembling information from a variety of sources to recognize business relevant connections and missing pieces
i. Ability to research, analyze, and document systems alternatives based on business requirements
j. Ability to develop procurement documents, if required
k. Ability to develop and execute complex test scripts
