Reviews, analyzes, and evaluates business systems and user needs. Documents requirements, defines scope and objectives, and formulates systems to parallel overall business strategies. May require a bachelor's degree in a related area and at least 4 years or equivalent experience in the field or in a related area. Familiar with relational database concepts, and client-server concepts. Relies on experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks. May lead and direct the work of Contractor staff. A wide degree of creativity and latitude is expected.

 

Background Information

 

The Oregon Student Access Commission (OSAC) is the state agency tasked with distributing state and federal grants, as well as administering nearly 500 private scholarship programs to Oregon students in pursuit of post-secondary training and education.  The Oregon Opportunity Grant (OOG) is the most significant program, offering more than $100 million of need-based grants to 60,000+ students each biennium.  As the sole financial aid state agency, OSAC has very unique requirements for an electronic Financial Aid Management System (FAMS) which include a financial aid delivery system along with tracking and management of its student and financial data.  The attached document outlines OSAC's external partners and customers who access the current FAMS through many web portals.  OSAC's FAMS user base is comprised of OSAC's staff, Oregon Title IV eligible post-secondary institutions, Oregon highschools, some of the state's largest philanthropic organizations and donors, and tens of thousands of Oregon residents.

 

The system currently in use was created and then modified in-house over the last several years, using multiple software versions and written with antiquated tools. It is difficult to maintain, requires a great deal of ongoing monitoring and requires extensive programmer effort to do even the most routine changes to queries and reports.
